Thanks to inflation, I had to raise the cap to $15 to find good options to share. Let me tell you, it’s challenging to find a good foundation for dry skin for under $15, but I was successful in finding several for my best cruelty-free foundations under $15 article! Oily skin has a plethora of options, while dry skin has a dearth.

This is an amazing indie foundation line that comes in 42 different shades categorized into neutral, cool, and golden. I love that Silk Naturals switched the packaging to eco-friendly cardboard tubes. This is a 100% vegan and gluten free foundation. I wear shade N10. The foundation sets to a dry finish so that it doesn’t come off on your phone. It contains ceramic microspheres for a flawless airbrushed finish. Best for normal to dry skin. If you are oily, I recommend a setting powder + setting spray to keep the oilies at bay. Olive tones may find a match in the Neutral or Golden shades. The Essence Foundation Stick is best for oily skin, because if you have dry skin like mine, it will cling to dry patches and exacerbate texture. Formulated without oil, parabens, preservatives, or microplastics. This is the most affordable oily skin foundation option at $7, but skip if you have dry or mature skin like mine. I tried shades 10 and 180.

This foundation is best for oily and combination skin. You can use it with dry skin with a hydrating primer. I haven’t tried it in years because I didn’t have a shade match in the past. I would see if you can swatch it in store, because I remember it being prone to oxidation and turning orange on me.

The NYX Bare With Me Blur Tint Soft Matte Foundation claims to blur imperfections, pores, discoloration, and texture, while also being fade and transfer resistant. This foundation is best for normal to oily and combination skin. The dimethicone and silica high in the ingredients list are for oil-absorbing and matte-finish, helping it blur. However, that can often emphasize texture on dry and mature skin. Unfortunately, it’s not one I can wear with my dry skin.

A Note About NYX
NYX used to consistently make my favorite affordable drugstore foundations that were available in a shade that matched me, which was called Pale. They discontinued every single formula that was wearable for my dry skin and I have not tried their newest release. They’ve also raised their prices significantly. I’m sad that NYX stopped making dry-skin-friendly products.
A Note About Milani
Milani has also increased their prices significantly. I was surprised their stick foundation is now €22,00.
I feel like drugstore beauty brands have lost the plot when their foundation products are almost as much as department store. I would always choose to spend a little more and buy the About Face the Peformer foundation (priced at $25 USD but has frequently been on sale for less), than buy a Milani foundation that was only a few dollar less expensive.

When it comes to finding the best cruelty-free foundations for under $15, I get asked these questions a lot, so I thought it would be helpful to include them!
What does cruelty-free actually mean?
Cruelty-free means that the brand does not test its finished products or ingredients on animals, and neither do its suppliers or any third parties. It’s a company-level commitment, not a product-level one, so if a brand is cruelty-free, all of their products are cruelty-free. The two main certifications to look for are Leaping Bunny (which requires independent audits and annual recommitment) and PETA’s Beauty Without Bunnies program (which requires a written pledge). I consider brand-level certification sufficient. Whether or not a brand’s parent company tests on animals is a separate conversation, and I don’t factor that into my cruelty-free recommendations. Additionally, I also consider many small indie brands cruelty-free, even if they are not PETA or Leaping Bunny certified.
Is cruelty-free the same as vegan?
No, and this trips people up all the time. Cruelty-free refers to animal testing. Vegan refers to ingredients. A product can be cruelty-free but contain animal-derived ingredients like carmine (from beetles), beeswax, or snail filtrate. A product can also be labeled vegan but come from a brand that tests on animals. Ideally you want both, but they are two separate things. In this roundup, I’ve tagged which products are vegan so you can make the choice that’s right for you.
What’s the difference between a liquid foundation, BB cream, and cushion foundation?
A liquid foundation is your traditional formula in a bottle or tube. It comes in the widest range of finishes and coverage levels. A BB cream (blemish balm) is a lighter, skincare-infused base product that typically offers sheer to medium coverage with built-in SPF. Think of it as skincare and makeup in one step. A cushion foundation is a K-beauty format where the product is soaked into a sponge inside a compact. You press a puff into the sponge and pat it onto your skin. Cushions tend to give a more natural, skin-like finish and usually include SPF. They are incredibly portable and easy to touch up on the go. A skin tint is the sheerest option, giving just a wash of color to even out your skin tone. A stick foundation is a cream formula in a twist-up tube that you swipe directly onto skin and blend out. I love sticks for portability and travel.
Why is it so hard to find affordable foundations for dry skin?
Most drugstore foundations are formulated for oily and combination skin because that is the largest market. Matte finishes, oil-free formulas, and silica-heavy ingredients dominate the affordable space because they are cheaper to formulate and appeal to the broadest audience.
Hydrating foundations require more expensive ingredients like hyaluronic acid, ceramides, and botanical oils to keep dry skin happy without separating or sliding off. That is why so many budget foundations emphasize texture and cling to dry patches.
If you have dry skin and are shopping on a budget, look for words like “hydrating,” “dewy,” “nourishing,” or “skin tint” on the label, and avoid anything that says “matte,” “oil-free,” or “long wear” unless you are willing to do serious skin prep first.
How do I figure out my undertone for drugstore foundation shopping?
Oh boy, buckle up! Ok, so there are overtones, like a pink overtone from rosacea, and undertones, which is the color beneath the surface of your skin. It’s a different color value than how deep or light you are. The main categories are cool (pink, red, or blue undertones), warm (yellow, golden, or peachy undertones), olive (cool or warm undertones, can include cool yellow or green, and warm green), and neutral (a mix). Cool and olive tones are chronically underserved in drugstore ranges. Also, a lot of drugstore brands overlook that people can be very muted in undertone, especially at the fair end of the spectrum.
People often suggest looking at the veins on the inside of your wrist to see if you are warm or cool. If they look blue or purple, you’re likely cool. Do your veins look green? You may lean warm. If you see both, you’re likely neutral. If foundations with “warm” in the name turn orange on you and cool shades look too pink, try neutral or olive.
I also specifically go look at swatches of the entire collection from lights to deepest, then I read shade descriptions and compare them to the swatch photos to see what I think would be the closest match to my undertones.
Can I wear a matte foundation if I have dry skin?
Yes, you can, but it takes extra prep work. Matte foundations are made to absorb oil and set to a flat finish. This means that they can cling to dry patches, flakes, or texture on your skin. So you must use a hydrating primer and hydrating skin care to be able to wear a matte foundation without issue. That said, if your skin is very dry or mature, a dewy or satin finish will almost always be more forgiving and flattering. Life is too short to fight your foundation all day.
My Foundation Preferences
I’m 47 years old with dry sensitive skin and rosacea. I have fine lines and pores that I want minimized. Light to medium buildable coverage that blurs imperfections without emphasizing dry patches is my preference. I have a very fair neutral to neutral-cool skin tone. When exposed to sun, I burn badly. After COVID restrictions ended, I got a small sliver of sunburn on my back, and surprisingly that skin turned cool olive. I usually just turn bright red and peel with no tan. Self tanners turn me orange. My best foundation matches are typically in foundations that are neutral or neutral cool for blue undertones. Anything with too much pink or too warm turns orange on me, and foundations with grey or muted tones often work well.
My Current Complexion Favorites
